Canary Sisters and the Rogues
So the Blond President had a sudden idea and made a suggestion: why not appoint three leaders directly for the Americas division?
Then the three were brought in for discussions with the Security Council, and in the end, the Americas bureau was divided into three departments.
Lex Luthor would oversee the Science and Technology Department, Amanda would oversee the Oversight Operations Department, and Shimizu would oversee the Crisis Management Department.
Each department would have its own direction of development. The federal government and the United Nations would provide funding, along with a certain number of basic positions and military forces. The rest would be up to them. After one year, whoever achieved the best results would become the director of IPEA.
If they encountered something they could not handle and needed greater strength, they could request support from the other departments. But once they did so, they would undoubtedly lose their chance at becoming director.
At that point, it would depend on who had more extra resources at their disposal.
The three had been chosen because each of them could quickly assemble a powerful team.
Luthor and Shimizu both had money and connections, as well as exceptional combat strength of their own. Amanda was originally from the government and had ties to numerous military and armed departments. If she needed personnel, she could directly recruit elites from the military, CIA, FBI, and other organizations, while drawing support from those departments.
Without Amanda in IPEA, the authorities would certainly not trust Shimizu or Luthor. Her presence was therefore essential, and the authorities would surely assist her within the limits allowed by the rules.
Shimizu’s advantages were equally great.
He was on good terms with many powerful heroes and could directly bring in the Justice League, practically Earth’s strongest superhuman force, as outside support.
Besides that, Shimizu’s personal forces and the superhuman strength under his command were currently the strongest among the three.
Luthor, who had only just returned to the light, appeared to be the least advantaged of the three. However, a large portion of his hidden assets had been concealed beforehand. He was still a super-rich man and a super scientist.
He still possessed formidable capital.
Like Batman, Luthor was brilliant. Given enough time, no one knew what cards he might pull out.
After parting ways with Luthor and Amanda, Shimizu returned to Gotham and began planning his next move.
IPEA was divided into three departments, each under separate command. To make them easier to distinguish, the first letter of their respective department would be added after their abbreviations.
Luthor’s Science and Technology Department was IPEAT, Amanda’s Oversight Operations Department was IPEAM, and Shimizu’s Crisis Management Department was IPEAC.
None of the three would directly fill every position with their own people, especially not Shimizu and Luthor.
At most, they would place trusted personnel in the most important positions. As for the rest, they would recruit capable people from society.
This was a perfect opportunity to expand their own power under the banner of the authorities.
As for their own subordinates, whether they were assigned these positions or not, they would still obey orders and do as they were told. There was no need to arrange jobs like these for them.
After discussing matters further with Luthor, Amanda, and the others, straightening out their respective directions of development and ensuring they would not clash in the early stages, Shimizu boarded his private jet back to Gotham.
Although flying with the White Warrior was faster, taking a private jet was more comfortable.
The White Warrior could not bring along a pleasing team of flight attendants to serve him.
Now, it was time to start recruiting.
There were only so many promising candidates, and Shimizu had no intention of falling behind Amanda and Luthor in this regard.
"Watos."
Shimizu sat at the table, dismissing the black-stockinged flight attendant in uniform who had been massaging him before speaking.
"Sir, I’m here."
"Contact Oliver and the Ninja Master. Ask about the whereabouts of Sara Lance and Laurel Lance. Send a message to Cisco and Barry—I want to know the Rogues’ recent situation, and ask what the Flash team thinks of their members.
"Also, send invitations to cooperate to Ray Palmer, chief executive officer of Palmer Technologies in Coast City, and Martin Stein, a physics professor at Livermore University."
Shimizu pressed one hand against his temple as he spoke and thought.
The black-and-white Canary Sisters, Sara Lance and Laurel Lance, were both highly skilled fighters. They had received combat training from their father, who was a police officer, since childhood. The former had died once and received training from the League of Assassins, granting her combat power at the peak of ordinary human agents.
More importantly, this woman possessed considerable tactical ability and leadership talent. Other than being bisexual and preferring to sleep with women, she had no flaws.
The latter had received professional training from Green Arrow and was not much weaker than her sister.
Those alone were nothing special. The key was that the sisters had inherited their father’s special constitution and could awaken a sonic ability called Canary Cry, powered by their physical stamina and emotions.
The elder sister, Laurel Lance, had accidentally awakened this ability during treatment while near death. The younger sister, Sara Lance, had not, but she possessed the potential.
The sisters came from a family of police officers, so there was a good chance they could be recruited. He just had to let bearded Oliver know first.
Not merely because the two were members of the Green Arrow team.
Black Canary was Green Arrow’s ex-ex-girlfriend and his best friend’s ex-girlfriend. White Canary was Green Arrow’s ex-ex-ex-ex-girlfriend. The relationships were absurdly tangled.
The truly absurd one was Oliver himself. In all of Star City, aside from his sister and his mother, Oliver had slept with practically every woman who was even remotely attractive.
The trend had even begun spreading into neighboring Central City.
That guy was practically a conceptual breeding stallion, a walking barrage of artillery fire.
Next came the Rogues.
Compared to Gotham’s villains, the Rogues’ members were practically adorable in their obedience.
Just look at the rules their gang had established: no killing unless absolutely necessary, no drugs, no harming women or children, no cruelly torturing others, avoid immature behavior, and no members killing one another…
Other than robbing banks when they ran out of money, this group was practically no different from ordinary citizens. Whenever they saw something unpleasant, they would even step in to punish the bad guys themselves.
Back then, this group had specifically come to Gotham together to study and improve their criminal skills. Yet they had stayed less than a day before being scared into fleeing back home.
Though they were called supervillains, they were actually more like antiheroes such as Deathstroke, and their moral bottom line was rather high.
As long as they were paid enough, not restrained too heavily, and not made to do dirty work that violated their consciences, while being allowed to eat, drink, and have fun to their hearts’ content, recruiting them would not be difficult.
