Death God

"It was more than just knowing them... The Death God and Enma were both beings I created with Six Paths Power, much like how I used the Ten-Tails to create the Tailed Beasts. I used the souls left behind by the Evil God monsters I had purged to create them, tasking them with managing the Pure Land. They brought ownerless souls to the Pure Land, while powerful souls were retained. Should an Otsutsuki ever seek to destroy the Ninja World, the army they formed would be the final force.
