After entering the Kamen Rider Universe’s Kamen Rider Zi-O dimensional world and witnessing the battle between Ohma Zi-O, numerous Riders, and members of the resistance,

Perhaps Raven simply wanted to force him to transform into a Rider, or else make him flee in disgrace.

No matter which choice he made, this fellow would be the winner.

"You can choose to run too." Raven shrugged indifferently.

The Emperor placed the strap around his waist. "Running is impossible."

"Remember to shout ‘Transform.’" Raven reminded him.

The Emperor: "."

The dignified Master of Mankind had to shout "Transform" in public? That was far too humiliating and socially fatal!!

The Emperor looked at Waldo beside him.

Waldo immediately turned his head away, refusing to meet his master’s gaze.

If he wanted to avoid guarding the pond, he had to abide by the rules.

Never get involved in anything concerning the Master of Mankind and Raven.

"Transform."

The Emperor slapped the Transformation Device.

"Eternal Guardian, King of Annihilation"

The Ultimate Time Limit Sword in his hand swung like world-ending lightning, every strike containing the mighty power to annihilate all things.

The Emperor held his Longsword burning with the Fire of Annihilation and swung it to block. The power released by every strike was no weaker than his opponent’s.

With every slash, the Fire of Annihilation left trails of destruction in the air.

Their battle grew ever more intense.

They were evenly matched, and victory remained undecided.

Yet as time passed, the Emperor’s power continued to rise gradually.

Before long, Ohma Zi-O began to be suppressed bit by bit.

Ohma Zi-O attempted to use his power over time to predict his opponent’s movements.

But every stroke of the other man’s sword came from a peculiar dimension transcending time itself, impossible to guard against.

Later, Ohma Zi-O tried using time power to freeze the Emperor’s time.

Only to discover that the Emperor was completely unaffected.

"I lost, so naturally I must face the judgment and end that belong to me." Ohma Zi-O looked at the approaching Emperor. "When a story reaches its end, a king should stand upon the stage. How could he flee in disgrace like a clown?"

"You won. Take the Ohma power you’ve been longing for."

"We have no interest whatsoever in your Ohma power." Raven shrugged. "By the way, why were you fighting?"

Raven’s words nearly made Tokiwa Sougo cough up blood.

"You don’t know why we were fighting? Then why did you interfere?"

"Seeing people fight and breaking it up is only natural, isn’t it?" Raven said. "You were the strongest, so taking you down was enough."

Tokiwa Sougo was so angry that he wanted to roll his eyes.

He had imagined countless possible excuses from the other party, but the one thing he had never expected was that they merely wanted to break up a fight.

"Kill him!" A Rider stepped forward and shouted. "He’s the most evil Demon King. He enslaved the whole world and killed countless people."

"Do you have anything to explain?" Raven asked, tilting his head. "They say you’re a Demon King."

"A king never commits evil. A king exists only to protect the future he desires." Tokiwa Sougo turned his head away. "If you wish to kill me, then do it quickly. There is no need to ask so many questions."

"Kill him!"

"Kill him!"

The other Riders shouted with hatred, hoping Raven’s group would kill Ohma Zi-O.

"Let’s understand the situation first." The Emperor walked over. "A person deserves a fair trial. If the people are unwilling to even give someone a chance to be judged, then that person is most likely innocent."

Considering the things he had done during the Unification Wars on Terra, the Emperor felt it necessary to give Ohma Zi-O a chance to explain himself.

"Do not hesitate. Only by killing him can this world become a better place."

Gates walked over.

His gaze toward Tokiwa Sougo was filled with hatred.

"What did he do to make you hate him so much?" Raven asked.

Those Riders and resistance members also shouted.

"I have a question." Raven looked at Gates. "If he stopped all Riders from being born, then how were you born? And the technology in your hands isn’t bad either. How did you develop technology right under his nose?"

Gates froze for a moment before saying, "A mysterious person gave them to us. He said it would give us the power to defeat Ohma Zi-O."

"A mysterious person? Can he come out now? Ohma Zi-O has already been defeated, so the mysterious person behind the scenes should come out too, right?" Raven said.

Gates was instantly stunned. He turned to look at the other Riders and resistance members.

"You gave them their Rider straps and technology?" Raven asked in a playful tone.

"Yes." Woz nodded.

"I never thought people from the Time Administration Bureau could lie too." Raven flashed a brilliant smile.

Woz’s expression changed instantly.

"What did you say?"

"I said, how could people from the Time Administration Bureau lie too?" With a single sentence, Raven exposed Woz’s identity.

No one could lie in front of Raven.

Nor could anyone play schemes or tricks before him.

"Hahaha, enough, Woz. There’s no need to keep pretending." Another man stepped forward. "My name is Tokiwa Sougo, and I am the one who controls the Time Variance Authority. I gave them their belts and technology, all so they could defeat Kamen Rider Zi-O."

Geiz and the many members of the resistance stared at the scene before them, completely bewildered.

How had things suddenly become so complicated?

"You’re Tokiwa Sougo? Then who am I?" The Tokiwa Sougo lying on the ground looked at the unfamiliar man who shared his name.

"I am the real Tokiwa Sougo. You are merely a puppet I chose." The man pointed at the fallen Tokiwa Sougo. "I was the one who sent the Great Demon God Machine on the day of Oma. Because you were beyond my control, you broke away from my plans."

"When I saw you defeat the Great Demon God Machine, I realized that your power was far too terrifying. So I chose to lie low and pin all the blame on you, making everyone rise up against you."

"None of that matters now." The man looked at Raven and Emperor. "Join my ranks, strangers. You will gain supreme power and strength, and become the kings of Kamen Rider Universe."
