The Monitors Take Action

Doctor Manhattan and Quantum Superman, the only two Quantum Gods in all of American Comics, both possessed the ability to mass-produce avatars equal to their true bodies in power. This ability was countless times more overbearing than Golden Superman's ability to split his power among other Supermen. The avatars they created possessed exactly the same traits as their true bodies, and even had independent minds distinct from their originals. As long as they wanted to, they could assemble an Eighth-Level legion in minutes.
