Tsukuyomi

After awakening the Rinnegan, Richard mastered every Rinnegan technique he could learn, aside from unique ocular abilities such as Amenotejikara and Limbo: Border Jail. This included the Sealing Jutsu: Genryu Kyu Fūjin. Although he knew this technique, he had never used it. The reason was simple. Genryu Kyu Fūjin required other ninja to gather together and activate the Demonic Statue of the Outer Path's special effect, sealing the tailed beast inside a Jinchuriki into the statue.
